Requires Legislative Assembly to provide funding for statutes created or amended by initiative petition. Provides that if funding measure is referred by people and defeated, Legislative Assembly need not fund initiated measure <i>and initiated measure is not required to be implemented</i>]. Specifies that if funding measure is referred by people and defeated, Legislative Assembly must again provide funding at next regular session following referendum election. Declares emergency, effective on passage.
