Prohibits specified nonfarm uses on land zoned for exclusive farm use. <b>Directs State Department of Agriculture and Department of Land Conservation and Development to analyze and report on use of land zoned for exclusive farm use. Directs Department of Land Conservation and Development to convene work group to review report and make recommendations to interim legislative committees by January 1, 2015. <b>Declares emergency, effective on passage.</b>
