Directs department to submit findings to interim committees of Legislative Assembly related to housing no later than September 15, 2024.</i>] <b>Requires Housing and Community Services Department to award grants for predevelopment costs of affordable housing and grant to assist nonprofits receiving grants or loans under Act. Sunsets January 2, 2026. <b>Establishes Affordable Housing Predevelopment Loan Fund. Continuously appropriates moneys in fund to department to award loans for predevelopment costs of affordable housing. <b>Appropriates moneys from General Fund to department for grants and loans. <b>Declares emergency, effective on passage.</b>
