Provides that zone directors on local governing body of soil and water conservation district <i>in county with population of ___ or more need only</i>]<b> must</b> reside within<b> zones they represent in</b> district and be registered voters.<b> Provides that zone directors in districts that do not include any counties with populations of 250,000 or more must also meet certain additional requirements.</b>
