Establishes the Oregon Arts and Cultural Development Board. Establishes the Oregon Arts and Cultural Development Office as a semi-independent state agency. Transfers the duties of the abolished commission and board to the new board and office. <b>Modifies provisions relating to arts and cultural development.</b>
